CONSUMER GRIEVANCES REDRESSAL FORUM

Section 42 (5) of the Electricity Act 2003 states that:

"Every distribution licensee shall, within six months from the appointed date or date of grant of licence, whichever is earlier, establish a forum for redressal of grievances of the consumers in accordance with the guidelines as may be specified by the State Commission."

In accordance with Section 42 (5) of the Electricity Act 2003, the Joint Electricity Regulatory Commission has notified and gazetted the Regulations of setting up of forums for redressal of grievances of the consumers. To view the complete Regulations, click the following link:

Accordingly, in exercise of the above powers, the Joint Electricity Regulatory Commission (JERC) for the state of Goa and the union territories had notified the regulations specifying the guidelines for the licensees in the state of Goa and the union territories (including the union territory of Puducherry) for setting up the forums for redressal of grievances of the consumers and for matters incidential and ancillary thereto. These regulations were called "The Joint Electricity Regulatory Commission (Establishment of forum for Redressal of Grievances of Consumers) Regulations, 2009.

According to item (3) of the above said regulations, every licensee shall establish one or more forum(s) for redressal of grievances of the consumers in accordance with the regulations. The forum shall consist of three members including the "Chairman" and one "Working Member" both of whom shall be appointed by the licensee. The Joint Electricity Regulatory Commission shall nominate the third member who will be called as the "Independent Member".

The forum to be called as the "Consumer Grievances Redressal forum" (CGRF) shall receive and dispose of the complaints from the consumers as specified in the regulations notified by the Joint Electricity Regulatory Commission.

In compliance of the provisions of the Electricity Act 2003 and the Regulations framed thereunder, the Government of Puducherry had constituted the Consumer Grievances Redressal forum for the Union Territory of Puducherry vide G.O.Ms. No. 20, dated 07/05/2010 with the following as Chairman/Members:
