The issue of new permits and licenses has now been withheld since the existing Rules and Regulations are under revision.

After the revised Rules and Regulations are Gazetted, the process for issue of new Permits and Licenses will be notified.

As per rule 45(1) of Indian Electricity Rules 1956, made by the Central Electricity Board under the powers conferred by Section 37 of the Indian Electricity Act 1910, no electrical installation works, including additions, alterations, repairs and adjustments to existing installations except replacement of lamps, fans etc., shall be carried out upon the premises of on behalf of any consumer, supplier, owner, occupiers unless exempted with the Central Government/State Government, except by an Electrical contractor licensed in this behalf by the State Government and under the direct Supervision of a person holding a certificate of competency issued by the State Government. As such regulations and conditions for grant of such competency certificates to wireman and supervisors and licenses to contractors was approved by Government of India in the year 1958, and to carryout the regulations and conditions, the Central Government has appointed the licensing board in the Union Territory of Puducherry with the Chief Engineer, Electrical Inspectorate, Central Electricity Authority, Government of India, New Delhi as its Chairman and the Superintending Engineer-I, Electricity Department, Government of Puducherry as its Member-Secretary.

Authorized Permits/Licenses

The wireman permit holder of the Licensing Board, Puducherry is authorized to carryout wiring works in the Union Territory of Puducherry. However he is not authorized to undertake supervising or  electrical contracting work.

Only the Supervisor Grade “B” permit holder of this licensing board is authorized to supervise and carryout electrical installation works at low and medium voltage in the Union Territory of Puducherry. However he is not authorized to undertake contractor work.

Only the Supervisor Grade “A” permit holder is authorized to Supervise and carryout electrical installation works at low, medium and high voltage up to but not exceeding 33000 volts in the union Territory of Puducherry. He shall not undertake electrical contracting works. Only the Grade 'B' contractor license holder of this board in authorized to undertake electrical contracting work at low & medium voltage. Only the Grade `A' contractor license holder of this board is authorized to undertake electrical contracting work at low, medium & high voltage up to but not exceeding of 33000 volts.

Revision of Rules and Regulations

In tune with the acceleration in Reforms Process in the Power Sector and to ensure participation of more qualified technical personnel, the existing Rules and Regulations of the Licensing Board are under revision. Until then, issue of new Permits/Licenses has been withheld.
