| ABOUT ELECTRICITY
DEPARTMENT |
The Electricity Department of Government of Puducherry is a deemed licensee
under Section 14 of Electricity Act, 2003 and is carrying on the business of Transmission,
Distribution and retail supply of Electricity in Puducherry, Karaikal, Yanam and Mahe
Regions of the Union Territory of Puducherry. With all the Towns and villages electrified
in as early as 1972, the Union Territory is 100% fully electrified. The business of
generation of Electricity in the Union Territory of Puducherry is being carried out by the
Puducherry Power Corporation Limited, an undertaking wholly owned by the Government of
Puducherry. The Puducherry power Corporation Limited presently operates a 33 MW gas power
plant in Karaikal region. |
| POWER
SYSTEM AVAILABILITY |
The Union Territory of Puducherry has an extensive network of
Power Transmission and Distribution Systems spread along the breath and width of all the
four regions of the Union Territory. With adequate allocation of power from Central
Generating Stations and from other states, the power situation is comfortable in the Union
Territory. With the present quantum of allocation, the demand was able to be met in full
without any constraint. Additional allocation of power has also been sought for from many
upcoming power plants and these additional allocations will be sufficient to meet the
future requirement of the Union Territory. Details of power allocation and power system

| POWER
SECTOR REFORMS |
Economic liberalization was
introduced in the country in the last decade of 20th century. In order to remain globally
competitive, all core sectors were forced to economize their operations. Quality power at
affordable cost was therefore sought for by all the stack holders of the economy. This
required huge investment in the power sector to augment the generation capacity, to
strengthen the transmission and distribution networks and to reduce the Transmission,
Distribution and commercial losses. However the poor state of affairs of the Electricity
Boards didnt permit such large investments. Hence self sustaining growth of the
power sector and its financial viability is therefore felt essential for the speedy and
sustained socio economic development of the country. In order to create a healthy power
sector that would pave the way for accelerated development in the country, the Government
of India introduced the Power Sector Reforms. The reform aims to develop an efficient,
commercially viable and competitive power sector and to provide quality and uninterrupted
supply at reasonable prices to all categories of consumers. In tune with the national
momentum, the Union Territory of Puducherry is also contemplating various reforms measures

In accordance with the powers delegated in the regulations
notified by the Joint Electricity Regulatory Commission, the Government of Puducherry had

ELECTRICITY
OMBUDSMAN
In exercise of the powers conferred under sub-section (6) of
section (42) read with section 181 of the Electricity Act, 2003 (36 of 2003) and all
powers enabling it in that behalf and after previous publication, the Joint Electricity
Regulatory Commission for the State of Goa and the Union Territories had made the
regulations for appointment or designation of Ombudsman for settlement of grievances of
the consumers. Any consumer of electricity aggrieved by non-redressal of the
grievances or complaints made by them under the Consumer Grievances Redressal Forum (CGRF)
has the option to make as appeal for redressal of the grievance/ dispute with the
